Technical Annual Status Report (Stage I) of CLRTAP Inventory Review for Norway

This status report was prepared by the EMEP Centre on Emission Inventories and Projections (CEIP) and European Topic Centre on Air and Climate Change (ETC/ACC). The Status Report provides information based on the initial checks of the CLRTAP inventories submitted in accordance with the reporting requirements of the UNECE Convention on Long-Range Transboundary Air Pollution (CLRTAP) and its protocols.


Review Process

The technical review of national inventories involves the checking and assessment of national data submissions with a view to improving the quality of emission data and associated information.

The annual review process is carried out in three stages in accordance with the review guidelines developed by the Task Force on Emission Inventories and Projections (TFEIP) and as agreed upon by EMEP and the Executive Body of CLRTAP in 2007: Methods and procedures for the technical review of air pollutant emission inventories reported under the Convention and its protocols ( ECE/EB.AIR/GE.1/2007/16 ).

§ Stage 1: An initial check of submissions for timeliness and completeness;

§ Stage 2: A synthesis and assessment of all national submissions with respect to consistency and comparability of data with recommendations for data quality improvement;

§ Stage 3: In-depth reviews of selected inventories, by pollutant, country or sector, as in the workplan agreed by the Executive Body.

STAGE I REVIEW TESTS

This Stage 1 Status Report documents assesses the timeliness, completeness, and format of the submitted national inventories. It presents results of these initial automated tests to countries and supports the subsequent Stage II and Stage III review process. Stage I tests are:

1b FORMAT OF SUBMISSION

Parties are invited to check consistency of the format via RepDab (http://www.ceip.at/check-your-inventory-repdab) before the submission of their inventory to the UNECE secretariat, the EMEP Centre on Emission Inventories and Projections (CEIP) and/or the European Commission/European Environment Agency. This section indicates whether the data submitted were in the Nomenclature for Reporting (NFR or Flat-file) and the files were formatted as requested in the Guidelines for Estimating and Reporting Emission data.

1d COMPLETENESS PER POLLUTANT (entire time series)

The completeness of your data in the WebDab database of priority pollutants has been evaluated on the basis of the criteria outlined in 2009 Guidelines for Estimating and Reporting Emission Data under CLRTAP (ECE/EB.AIR/97):

All numbers in table are as a percentage of the total number of reporting template cells per component and time series. Flagging occurs when the number of cells containing a value or a notation key is less than 80% of the total number of cells, if there are more than 10% zeroes reported, if 'Not Estimated' is reported in cells and/or if the number of values reported is less than 10%. The completeness of CLRTAP NFR Sectors is divided in three sections: 1980 to 1989, 1990 to 1999 and 2000 to 2012.
