Technical Annual Status Report (Stage 1) for the CLRTAP Inventory Review of Luxembourg

Generated by CEIP: 21 st March 2024

This status report has been prepared by the EMEP Centre on Emission Inventories and Projections (CEIP). The Status Report provides information based on the initial checks of the inventories submitted in accordance with the reporting requirements of the UNECE Air Convention (CLRTAP) and its protocols.

Review Process

The technical review of national inventories involves the checking and assessment of national data submissions with the aim of improving the quality of emission data and related information.

The annual review process is carried out in three stages in accordance with the review guidelines developed by the Task Force on Emission Inventories and Projections (TFEIP) and as agreed upon by EMEP and the Executive Body of CLRTAP: Updated methods and procedures for the technical review of air pollutant emission inventories reported under the Convention ( ECE/EB.AIR/142/Add.1 ).

§ Stage 1: An initial check of the submissions for timeliness and completeness;

§ Stage 2: A synthesis and assessment of all national submissions for consistency and comparability of data with recommendations for data quality improvement;

§ Stage 3: In-depth reviews of selected inventories, by pollutant, country or sector, in accordance with the workplan agreed by the Executive Body.

If you have any comments on the results of the tests in this report, please contact the EMEP Centre on Emission Inventories and Projections (CEIP) by email at ‘emep.emissions@umweltbundesamt.at
within two weeks of receiving this Status Report.

STAGE 1 REVIEW TESTS

This Stage 1 Status Report documents the assessesment of the timeliness, completeness, and format of the submitted national inventories. It provides countries with the results of these initial automated checks and supports the subsequent Stage 2 and Stage 3 review process. Stage 1 tests are:

§ 1a Timeliness

§ 1b Format of submission

§ 1c Completeness per sector for 2022 emissions

§ 1d Completeness per pollutant of your data in the WebDab database

Data included in tests:

§ Emissions reported under the Air Convention (CLRTAP).

1a TIMELINESS

Date of submission : 10.02.2024 , received within deadline 15.02.2024

Date of resubmission : 14.03.2024 , received within deadline 15.03.2024

1b FORMAT OF SUBMISSION

Parties are invited to check the consistency of the format via RepDab (https://www.ceip.at/repdab) before submitting their air emission inventory to the UNECE secretariat, the EMEP Centre on Emission Inventories and Projections (CEIP) and/or the European Commission/European Environment Agency. This section indicates whether the data submitted have been reported in the Nomenclature for Reporting and the files have been formatted as requested in the Guidelines for Estimating and Reporting Emission data. The current standard reporting format is the NFR19 format. Reporting templates can be downloaded from the CEIP website (https://www.ceip.at/reporting-instructions/annexes-to-the-2023-reporting-guidelines).

Air emission inventory submitted in format: NFR19 (Version 2019-1) for the years 1990 to 2022

1c COMPLETENESS PER SECTOR (YEAR 2022)

The table below lists all sectors where the notation key 'Not Estimated (NE)' was reported for the year 2022. At the end of the table there is a statistic on how many notation keys have been reported in general per pollutant and a count of the not estimated sectors per pollutant. If nothing is reported at all for a particular pollutant listed in the tables this is also indicated.

1d COMPLETENESS PER POLLUTANT (entire time series)

The evaluation of the completeness of data in the WebDab database was based on the criteria outlined in the 2023 Guidelines for Reporting Emission Data and Projections under the CLRTAP (ECE/EB.AIR/125):

The figures in the table show the proportion of cells in the reporting template for each component and time series, expressed as a percentage of the total number of reporting template cells. Flagging occurs when the number of cells containing a value or a notation key is less than 80% of the total number of cells, if there are more than 10% zeroes reported, if 'Not Estimated' is reported in cells and/or if the number of reported values is less than 10%. The completeness of NFR Sectors is divided into two sections: 1990 to 1999 and 2000 to 2022.
