CEIP: Important information on data consistency

1. Section „Emissions as reported by Parties“ presents all submitted and resubmitted emission data as provided by Parties to UNECE (including possible gaps and/or data of low quality).

2. Section “Emissions used in EMEP models” presents gap-filled data and is based on a combination of official reported data supplemented with expert estimates for missing data and/or for data of low quality. Usually gap-filling is done only for the actual reporting year (e.g. for 2016 in 2018). Besides gap-filling and gridding for 2016 CEIP updated historical emission data used in EMEP models in 2018 for the years 2000 to 2015. For this, all resubmissions submitted by Parties up to 2018 have been taken into account.
